Our Programs

Foster Care
In Butte and Shasta County, we have a dedicated staff of social workers that offer a distinctive family centered team approach to foster care. Offices in Chico and Anderson provide a full range of support services to children, their birth families and our own exceptional foster parents. Our goal is permanence.

Group Care
Odyssey & Passages in Chico offer a unique emancipation readiness experience. A talented, live-in staff of BA degreed child-care workers, supported by a Program Manager and Social Worker provide a unique relationship-based atmosphere for older adolescents. Self-reliance and positive transitions are always the desired end.

Shelter Care
Youth & Family and Butte County are working together to provide safe, initial shelter for children removed from their homes. The goal is to provide time to be sure the next placement is the best placement.

Transitional Housing
We believe every adolescent deserves support in their transition from foster care to independence. Transitional Housing offers a unique opportunity to live independently while still a minor and continue to receive financial support and guidance.

Butte and Shasta County Independent Living Programs
Our approach to ILP offers one-on-one and small group emancipation readiness training and support to foster and former foster children aged 16 to 21. An energetic staff of caseworkers reach out and offer assistance to adolescents struggling with the transition to independence.

Family Center - Shasta County
Our Redding visitation center is an accumulation of all that we have learned in working with families. The center is a supportive encouraging environment for children and the important people in their lives. The Center is the place where children and caregivers can relax in the company of each other, and to receive support in the development of additional parenting skills. The center also provides parenting classes. Classes are focused on the strengths and needs of individuals. Class subjects include topics such as; self-esteem, positive discipline, child development, and more.

The global, federal, and state fiscal woes have been covered, blogged, editorialized and felt by just about everyone. Each ripple begets more ripples. No one person, business or organization is immune. Unfortunately, social services along with many other vital services face cuts as we enter a new budget year. The real tragedy is that the most vulnerable members of our communities are becoming more vulnerable. The needs increase as organizations like ours faces the likelihood of fewer available resources.

As of July 2009, a ten percent cut to Foster Family Agencies and Group Homes is looming. This represents a funding cut to three quarters of our services. We are looking at a cut despite the fact that we haven’t had a Cost of Living Increase in eight years. The cost of living in California has increased by approximately twenty-four percent during the same period.

In 25 years serving children and families we have overcome some enormous challenges. We will survive this. We will adapt and do some things better and smarter. We will all make some sacrifices for the greater good. Our foster parents will fight on to give our foster children their best care. Our staff will continue to give their best effort and attention to the families we serve. Our relationships with businesses and the community will become even more vital to our mission.

It is likely that some agencies won’t weather this storm and that counties will be harder pressed to find homes for the children in their care.

We will make plenty of noise now and later so that our legislators get the message that foster children, foster parents, and foster care and group home providers get the resources they need. We strongly encourage everyone to speak out on behalf of foster children and others who are forced to rely on the goodwill and assistance of others.
